By creating a mirror site of the original page of rexx-mode
I noticed that the documentation did not conform to the Emacs
and GNU conventions, and so I proceeded to format it into
Texinfo, since the original document is in plain text.

I also found the need to update some addresses and references
that no longer exist.

Therefore, I decided to repackage the rexx-mode distribution
to include the manual in its new format, both texinfo source
as its output in Info, in English. Also I added the translation
into Spanish.

On the mirror is the link to the original package, which
version number is 1.1

So I decided to create and add this new release to the page with
a fake version number (1.2). It is fake as there is not
officially that version.

I am not the maintainer of the package, in fact I think no one is,
it looks abandoned.
I just offered to keep a mirror of the original site, not to lose.
